Try to check first your device.
On your Android phone or tablet:

✅At the top left, tap Menu > Trash.
✅Touch and hold the photo or video you want to recover.
✅At the bottom, tap Restore. The photo or video will be back:
1. In your phoneInto the "Photos" section of the app.
2. Into any albums it was in.
If you have deleted the photos from the Trash, therefore you have deleted your files permanently. Google Photos does not have feature for recovering the permanently deleted files.
Is there any other way I can try to recover my permanently deleted files?
Yes! there is a third party app that you may try to use to recover your permanently deleted photos/videos. You may download the File Recovery from the Google Play Store(Android Device only). File Recovery app can recover permanently deleted files(photos/videos). I'm also using it.
Note: this app must be installed and use with the device where the files was deleted.
